The video is interesting, but I'm not so sure about the Russell Jay Gould idea in the second half of the video. Apparently, documents written in the language grammar constructed by Gould are ruled to be automatically dismissed as unintelligible in a court of law. See this ruling
Also to add, because they filed a court document, they also get a copy of their webpage describing their construct onto one of the uscourt gov sites for archive keeping. I'm sure others searching for Gould's periodic table might stumble across it and link to it as evidence to substantiate the theory, but it's just an archive copy for record keeping.
