The Keystone XL pipeline is owned by TC Energy, NYSE TRP. https://www.marketwatch.com/investing/stock/TRP It's stock, jumped up right after the EO, though it is on a tiny slide down today, and is better than it was on election day. This is a clue that this EO is fake. How could that news not tank the stock, even if Keystone is only a portion of this company?

Truth: If the Northern leg of Keystone Pipeline were miracled into place tomorrow, there is nothing for it to do. It isn't needed.
The Alberta oil sands have extraction capacity of about 1.3 Million barrels/day at best. There is a 42" Dia pipeline from Alberta, Canada flowing East with capacity of about 1.2 Million BPD. There is a 42" pipeline spur crossing the Canadian border that flows to Flanagan, Illinois. From Flanagan, the oil flows through the 36" Flanagan Pipeline to Cushing, Oklahoma at a rate of 720,000 BPD. From there, the oil flows through the Southern leg of the 36" Keystone Pipeline to the Texas Gulf Coast.
Also from Flanagan Illinois, the oil flows through the 30" Eastern Gulf pipeline to Lake Charles , Louisiana. Both the Flanagan and Eastern Gulf pipeline are old gas lines installed in the late 1950's. Both are owned by American oil companies. They simply installed new pumping stations and reversed the flow.
What little oil (or bitumen) remaining is loaded onto rail cars for shipment to Texas.
Two things: If Northern Keystone Pipeline was operational, they would need to shut down the Flanagan and Eastern Gulf pipelines. There isn't enough capacity for both.
Secondly, Illinois has the highest demurage taxes in the nation by far. They charge just over $4.00 per barrel for every barrel of oil flowing through illinois. Most other states are more like 25 to 40 cents per barrel. Illinois collects $4.00 x 1.2 Million per day... just for oil flowing through the pipeline. It then flows through Missouri to Oklahoma.
Imagine if Keystone Pipeline was moving that oil instead through North Dakota, South Dakota, Nebraska, Kansas, etc... . Republican states get the tax income. Illinois loses $Billions in free income and good paying jobs.
Follow the money. Nobody really wants the Keystone Pipeline. 100% of the oil is flowing now anyway.
