The joint chiefs is purely advisory. They command nothing, and are in fact prevented by law from any form of operational command over military forces. They are symbolic pencil pushers in terms of power.
The real power is in the commanders of the armed forces. They have operational command over their respective branches of the military and/or theaters of operations.
