Forming entities in Delaware is very common for tax and legal purposes. It is also common to have companies serve as register agents. I don’t think the implied nefarious activity is what you think

Hide information and evade transparency
Allow foreign actors to disguise themselves
Money Laundering.
Tax avoidance -> = legal evasion.
