Question.....if he is NOT the president (which I dont think he is) how can he use EO to close the Keystone pipeline or is that part of the plan?

I suspect all nonessential work will stop soon anyway, along with military hiring, sports, and anything else the EOs may effect in real life, so there is no real long term harm hopefully.
