I don't think he is allowed to go anywhere. The first time he tries to get on AF1 and is denied, the whole charade would blow up in their faces...

How long can he continue to hide wherever it is he is currently hiding? This fake presidency does not seem to be a viable long term strategy, so hopefully it will be over soon... or something.
