I've heard that the VP pick is something the RNC needed to be involved with. They wouldn't have allowed Trump to run under their banner if he didn't pick a VP they approved of- basically an attempt to control him. That's just speculation that I've heard, though it does make logical sense.

If we are to believe the plan is to bring the whole cabal down then he absolutely had to use him the 2nd time as well.
