Fake news fren. The MSM just twisted it to their own narrative.

If you read the memo, it only outlines concern against "conspiracy theories" playing into domestic terrorist groups. It doesn't designate Q or anons as such. Furthermore, the memo notes how the FBI cannot further press the issue as it would be an infringement of constitutional rights.
