My thoughts on the matter is Putin said if Hillary was to get elected there would be a WW3. Putin knew Hillary's intentions were to start a nuclear war. If Biden is filling in where Hillary failed, why wouldn't it be safe to assume he would do the same if he had the nuclear codes. Starting a nuclear war would be the one thing that could halt the draining of the swamp.
