Not sure yet, but if we count the stars in the circle plus the ones down, and the eagle that is pratically in a star position(you can easily drawn a star using each extremities of the figure), we have 17 stars.

There are 6 points, but I don't count the tail as an extremity since if would be behind (if it wasn't a flat image), I count arms(wings) head and legs(talons). You can easily drawn a star with them.
