You can't say he is "100% signifying something" without any proof. You could say he "seems" to be signalling something.

The burden of proof lies on the claimant; if you want to make a claim like that, prove it.

Similarly, if I were to claim Trump never signals anything with his ties, I'd need to prove it. Simple as that.
