What airplanes have the authorization to fly over the WH?

I just looked at the WH live stream and just saw an airplane take off not far from the WH and fly over it. What airplane has the authority to fly in the no fly zone? Also, I looked at the live stream of the WH and it legit looks like there's only one light on. The whole upstairs area looks completely dark. Is this normal?
