Silver bullets? Are werewolves the cabal's next plan to induce a panic? Nothing would surprise me anymore.

I've actually done some research about silver bullets. (I'm a writer lol) While they are possible to make, they are pretty crappy ammunition to use. Which is why the only possible reason to use them would be against a supernatural creature whose only weakness is silver.
