I don't buy it.
I think that is more driven by the companies doing the work on those projects looking to cut their losses. When the EOs do kick in, the projects will stop. Why work on it for another 30 days only to stop later? It would be an inefficient use of company resources, and those are generally private companies.
That doesn't track. If you are paid up through the 30 days, that is a month you and your workers are paid. You dont cut out and leave money on the table unless you have to.
