Private citizens (even attorneys) can't "issue" writs. I suppose he could petition a court, though in the extremely unlikely event it were granted, it would be pretty trivial for bar association board members to show they're serving in accordance with whatever the relevant selection procedure is, so I'm not sure what purpose it would serve.
Explaining the law. Feel free to ask an attorney you trust whether they can "issue writs." Or whether a maneuver like this would have any chance of success.
