Depending on how you interpret it, Q could be referencing the weekend after March 4th. The weekend 3 weeks after February 9th.
That's interesting...March 4th...the plot thickens
Although in 2018, February 9th was a friday, and 3 weeks later March 4th fell on a Sunday, so Q may have been referencing March 4th itself. In either case, I think March 4th is the key date, or at least the end of February
