Was President Trump not smart enough to realize the deadlines to his EO would fall during the Biden administration and POTUS would expect Biden to fulfill the actions necessary to carry out this order?

Absolutely not, I think this solidifies the idea that Biden is a fake president, He is merely a place holder till all the evidence was gathered and gives the military the time to decide what actions needed to be carried out.

POTUS is still in control, he would not have delegated this authority to sleepy Joe.

The best is yet to come.

I have been saying this for a while but I'm sure DJT knew what was in the report WAY before the transition. The reason I feel that way is because he attended the Army/Navy game the weekend the first 45 days was up. And, who accompanied him on that trip? The DNI. I'm sure they had a nice little chat on their ride to the game. So, IMO he knew and put everything in place that needed to be in place. He didn't need anything in writing, the report was given on the trip.

I think he knew what would happen and how it would happen before it actually happened. Hence, the reason for creating this EO 2 years in advance.
