Was President Trump not smart enough to realize the deadlines to his EO would fall during the Biden administration and POTUS would expect Biden to fulfill the actions necessary to carry out this order?

Absolutely not, I think this solidifies the idea that Biden is a fake president, He is merely a place holder till all the evidence was gathered and gives the military the time to decide what actions needed to be carried out.

POTUS is still in control, he would not have delegated this authority to sleepy Joe.

if EO activated and the foreign interference is the CORP called UNITED STATES then it very well could be that military is in control with Trump still the acting commander in chief, although i wonder if for the sake of the normies if Trump won't distance himself and act as a bystander with Pompeo acting as president. Biden, Kameltoe and Nanxi are all foreign agents installed by the CORP
