Those are ballast tanks, used for simulating cargo. They can easily change weights in the plane in different locations without having to actually load, strap down, move around chunks of metal or bags of sand, and they dont break free like the tanks did in that one military cargo plane that fell backwards and crashed on takeoff... not everything you see is a conspiracy or unexplainable, or even nefarious.... Those are simply ballast tanks.
