Catsfive is correct.....sure spraying to seed clouds happens, more often in China like when they had the Olympics....the air quality sucks so bad there that they need to seed a lot to get the pollution out of the air.
However, if you see a contrail.....is it more likely a normal consequence of a jet engine or spraying chemicals? Besides, if the goal is for the particles to reach the ground and affect people....all people, or just in the United States?
There would be no accurate way to know long the particles would hang in the upper atmosphere and where they would actually fall. Reference how far much heavier dust from a volcano travels.
There are different reasons for sure....create rain for a drought....or cleans the air.....just like pollen is washed from the air after a rain.
