Your state's interoperability coordinator is in control of 911 and EMERGENCY BROADCASTS. I looked up mine and that person is a director of a local 911 unit and in charge of coordination for the other units. Their names are easily found. Why don't you call up yours, especially in small states, and see if you can get any humint?
