Its quite the opposite. The ONLY Blackhawks the Marines operate is the handful they use to assist the Secret Service flying in support of Marine One. Marines use CH-46 Sea Knight but those are being replaced by V-22 Osprey.
That first Blackhawk in this video was clearly the POTUS paint job, Marine One support team. Those other Blackhawks are most likely US Army or Air Force. I'm not sure if the NG even has Blackhawks. Even if they had them there will be no point in using them in DC plus I doubt they could get clearance. The NG are being bused in and out on the ground. Its totally low priority. Not worth wasting the jet fuel.
This is either Generals or VIP using them as personal transports or maybe something is going on. Ironically DC traffic is insanely light so there is almost no justification to use helicopters for anyone but a major VIP that needs protection.
