He's not conceding to Biden, but he is using words like "no longer 'President'" in his impeachment brief. It may be that there is no president because according to the Constitution neither president nor vice-president has legally qualified and Pelosi, Grassley, and Leahy have made no such oath. But the truth will be revealed soon enough.

During WWII we used a massive disinfo campaign in order to win. Those against Trump have no option left but to tie up Congress in an unwinnable impeachment show in order to hope for some kind of salvation; but their time is short and the deals available to them will not avail.
