How do you hold a trial if the defendant isn't going to testify... because the proceedings are illegal?

Answer: You don't... unless it's just a meaningless political stunt.

This will be known in history as the "impeachment that never was".

Its actually common for a defendent to not testify in certain situations, so not unheard of by any means.
