There is a difference between, "is expected to fly on Air Force One" and "flew on Air Force One."
Regardless, I'm not sure that matters in the grander scheme of things. It depends on which corporation owns Air Force One, the United States Corporation (the one that the Government of the District of Columbia runs, a London banker (foreign) owned entity) or The United States Republic.
