In the the context of the sentence the writer is presenting evidence. The evidence in this case being massive unemployment rates...therefore one would say "as evidenced by" (ie I'm presenting evidence). In order to use the word "evident" correctly in the context of this letter, the sentence would need to be edited to, "it is evident that your massive unemployment rates and...
