NG may not have mags inserted in their rifles, that doesn't mean "no ammo". Have you looked at their chest rigs? They have mags that can be pulled out their pouches and inserted in a moment's notice.....
Plus, yes, their are active duty military there besides NG and the Marines are one of those.
If active duty is currently deployed on our soil, is that proof that Posse Comitatus has been suspended?
Yup, suspended by using FEMA - they have so much power during a state of emergency, it is pretty scary...
