Honestly local law enforcement would be most idea because they're least likely to be corrupted. The FBI has supposedly had plenty of evidence of many things but does nothing with it. This goes back to the part where change needs to start on the local levels.

There are some bad cops and there are lots of bad politicians but we have local cops and local politicians that live where we live, part of the same overall community. Not everyone can put emotions in check to do work that's needed but it must be this way.
