the thing is that :
a.) A movie set is not a place to live and work, they are usually facades and cheaply done with nothing working and paper walls. They don't spend money if they don't have to. Bathrooms, Kitchens, lots of normal stuff they don't put in.
b.) Xiden has to be in DC from time to time, so how do you move him and his entourage about the place with no one noticing ? Where do they stay ? It's a good 6 hours door to door even with military ops to get from CA to DC.
c.) How do you keep it a secret ? Press, staff, technicians the whole circus coming and going all have to be super secret. What about journalists that live in DC and cover the whitehouse - how do they explain to their wives and families that now they need to be in California or Alabama or where ever ?
d.) Why not just use the real thing ?
e.) Maybe for security reasons, they have a clone somewhere, a military operation somewhere, but even then, it's just seems too complicated and contrived with so little benefit.
It's possible - my theory is they did some filming, before the inaugaration for the first few days, just to have footage in case they couldn't get into the real one - something like that - but even then it still doesn't stack up.

That Trump is in Mar-A-Lago is certain, and thus, the WH is 'available', and it makes zero sense to even THINK about faking it out. Same goes for the Inauguration; it would have been a massive undertaking to fake it, and a piece of cake to let it actually happen outside the Capitol. What's that expression about 'sometimes the obvious answer is the right one?'
Maybe you don't use the real OO because he's not legit the President. Simple as that. I don't know one way or the other but I think insisting he is is just as bad as insisting he's not. We don't know.
