Well, they only have themselves to blame.
I don't know why. Even if events do start, it isn't going to be on TV, radio, or broadcast to the masses in any way whatsoever. It won't be on the EBS either unless there is an actual direct threat to the people. That I have always believed would be a extreme last resort when no other way was plausible.
