just a thought.

Seemed like people got envelopes at the inauguration.

Good way to "serve" a bunch of important people legal documents at the same time before they scatter into the wind.

Biden can't possibly be there. I'm sure his remarks were taped (he still could barely formulate coherent sentences reading from his teleprompter). It's way past his bedtime for him to be at a live event like that.
