An explicitly stated non-comment in a public forum from a direct question would be seen as a confirmation (true or not). He could have answered no other way, regardless of the truth.
He could have said "I don't know". Instead he said that the idea the military was in control was "total nonsense" and barely stopped short of calling plan believers kooks. Even if he is doing it because he can't reveal the plan, it is still going to demoralise a lot of good, patriotic people.
