He could have said "I don't know". Instead he said that the idea the military was in control was "total nonsense" and barely stopped short of calling plan believers kooks. Even if he is doing it because he can't reveal the plan, it is still going to demoralise a lot of good, patriotic people.
Regardless of having current or past security clearances, legally, you can't disclose classified info unless that info was declassified. When you no longer hold a security clearance, you are 'debriefed' where you sign papers that legally bind you from discussing the classified info you know.

Trump declassified so many documents. Much of who and what has taken place has already been revealed online, IF we're curious enough to look.

Gen Flynn has a NDA from the position he held which was discussed during his trial hearings.... that NDA is still enforced so he is barred from discussing any of his work.....
Then add to that his obligation under the security designation of his previous positions and the military equivalent under military law then his words are tied from every direction....

What was discussed was mostly classified, so I can't reveal it here. You have neither the clearance nor the need to know. But one thing I can share is that those are the two components to being in a position to receive classified intelligence.

The two are entirely separate and distinct. In other words, even with my Top Secret clearance I would never be allowed to view even Confidential or Secret info, if I lacked the NEED TO KNOW about it. This is the smart way to ensure the safety of classified intel.
