Do any mil anons happen to know if the military can decide to go ahead and act on this clear attack by foreign nations, if the Sec Def says no or doesn't order it?

It would seem that would have to be legal under UCMJ, because otherwise with the right complicit officials at all the highest levels of government, the entire nation could be subject to attack or infiltration and takeover by hostile enemy power like it just was by China
