If it’s established that an announcement MUST be made alongside an emergency broadcast, whether test or not, I would be inclined to believe that the message was cut off by the broadcaster, that is, if we’re throwing out the possibility of mistakes. I know I’ve heard the tone without any message, and I also honestly recall the tone being cut abrupty back to normal programming in these instances. I give you my word because I remember thinking that the message was required too during these instances and it struck me as odd.

I asked those who have reported this to me and they said that it faded back into music and did not seem to be a mistake in that all of the sounds were bleeps and beeps. The announcer that came back on shortly thereafter did not say anything at all about it or apologize, simply talking about the songs that just played.
Buddy we're all hanging on to any hope we can find laying on the ground at this point. I understand it's important to vet and question things and I don't blame you, but I also want to throw a tiny LEGITIMATE life raft of support to anyone that can use it. I've got family crying on a daily basis right no. I know people who are very old who were in wars and feel like their entire lives have been wastes. I heard a friend at church saying they agreed with another teacher there about not having kids anymore until the USA is restored since they're afraid they may take kids from them (legitimate concern from the fucking shit the bastard commies are saying about taking kids from conservatives). I know some younger high schoolers who not only won't go to college now due to all the shit there, but are afraid to learn trade skills in the region since the pipeline jobs showed how fragile that normally very reliable work was. This is some completely terrifying shit and these little bleeps and boops, as small as they are, bring a smile and a feeling to hope to some of these people I've mentioned here.
Thanks for the perspective, but to throw mine back at you, I empathize with all of those people you've mentioned, but this has gotten to the point to where we need to not be grabbing at anything we see as a life raft right now before making absolute sure it isn't false because, like you said, it hurts to believe something was a waste.
I can't imagine how broken I'd be right now if I didn't ultimately have my faith in God and Jesus Christ rather than Donald Trump and Q though.
