That's weird considering there's tons of businesses designed around attaining just one specific government contract and nothing else. No private sector activity. Just heaps of start up costs associated with having the requirements to bid on a certain gov contract.
Idk about municipalities though. I only know federal security contracting.
When I was in business (IT consulting), there were a small number of customers I refused to do business with: doctors, lawyers and government agencies at any level. They often can’t define the problem they want to solve and they are slow payers. As regards government contracting, I didn’t want to find myself in an unsealed indictment because an employee made a mistake on a timesheet or other bullshit paperwork.
