I still feel like he promoted it somewhat. In several of his speeches he was going on about Operating Warp Speed being such a success, how they got the vaccine out in record time, 'nobody believed it could be done', etc.

President Trump was not promoting the vaccine, he was promoting Operation Warp Speed which is a logistical approach to medicines etc. not a creator or promoter of any particular medicine or company.
