It means in the month of Feb. Between the 9th and the 14th.
091340Z - (9th of Feb, probably 13:04 time) then 140226Z (14th of Feb, probably 02:26)
Then cancel the message by 140326Z Feb 21.
It means the alert is active between those times and is to be cancelled by 03:26 on Feb 14 21. 1 hour post active alert (it being 02:26).
The rest are location perimeters.

How do you get 9th - 14th from that message? The only date listed is the 21st.
Because I know how to read Navarea messages, it's not a conspiracy or anything. They're fairly easy to read.

Navarea IV means East Coast USA - IV is the area of the east coast in Navarea, where Florida is. The Z at the end of the timecode is ZULU aka UTC+0.
Personally I thought people would be more interested in the warning being 117 but hey.
