Q is basically a massive military operation to bust a global child trafficking ring. The "Cabal/Deepstate" is a group of many Politicians / elite billionaires / Hollywood Celebrities all working together. Not everyone is corrupt, just enough that it is beyond belief. And some of these people were 'innocent' people that are blackmailed by the Cabal (forced to commit crimes on camera).

This Cabal may have been powerful enough to literally have been running the world for decades if not longer. (centuries)

Q infiltrated and spied on many key players in the Cabal secretly without interfering with their crimes. (Q is patriots in high postions of power who worked together, think Military intelligence/NSA/Surveillance etc.)
