Limits in money to be made as well. Median range earnings per the reps. Given area. That way if they want to earn more their median range earnings for their constituents would be the guide. Make sure the people get the earnings before the rep.

Amazing ideas. I do think corruption would still find ways in, but this is a great idea for starters.
