They used "Commander in Chief", "Commander-In-Chief", and "commander-in-chief" for Trump.
They've only used "commander in chief" (lowercase without the hyphens) once for Biden and another time for Bush jr. in the context of quoting an article.
The official title from the U.S. Constitution is "Commander in Chief." https://law.justia.com/constitution/us/article-2/08-commander-in-chief.html
