Sewer gas build ups can be ignited by underground electrical wiring causing man hole covers to shoot up in the air and cause larger fires as it finds more fuel to burn. Carbon monoxide is a byproduct of combustion. So if there was a smoldering electrical fire it could generate a lot of CO.
