Not sure if it’s the same text you mention but I’ve seen this image poured over dozens of times.
It appears to be a snapshot of a document with lots of redactions. That’s what the bars and lines consist of. Those letters and numbers also appear on said document.
Hopefully someone who knows more can point you to the original document with the redactions that the background of that poster was used for, like I said it has been gone over extensively!

Yeah, that's what I'm thinking too.
The notation has to be standard for some sort of document. I just don't know where that standard could possibly be in use.
