exactly

define what it is you don't want (aka make laws, rules, regulations) [legislative]
identify those who are violating those laws, rules, regulations [executive]
render a verdict by an impartial party whether the person violated the law, rule, or reg and render the appropriate repurcussion [judicial]

this is not science. Don't make a meeting, just make rules and enforce them. End of story.
