My theory: It was never about the crime being complete. Right now the military can put Donald Trump could get back into the White House. They can even put all of the cabal in Gitmo. However that doesn't fix the main problem. Our system doesn't work, and even more to the point: people still believe in it. Even quite a few people here still believe in it. Sure they believe our system has a few dings, but in their hearts they think if we just buff out the dings and remove the bad actors, then liberal democracy will work.
This means the military cannot act. Best case scenario if they act now, the people accept us returning to a Reganesque America. How long will that last though? (Going by historical trends, 40 years) The same factors that brought about our downfall still exist. The cabal is not the problem, only a symptom. At a certain point in our history they (or their predecessors) were voted into power by We The People who fell for their honeyed lines. Ben Franklin was famously asked by a bystander what form of government we would have. He famously replied "A Republic, if you can keep it." We couldn't keep it. Despite all the wisdom of our Founding Fathers our democracy is collapsing the same way every other democracy is. The same way the Ancient Greeks wrote how democracies self destruct over 2,000 years ago.
If the military acts now, then all they are doing is postponing the inevitable. They put in some people to fix the surface problems (repeal abortion, stop the caravans, lower taxes, etc), then a few years later We The People get comfy and vote in the devil telling us what we want to hear... The military needs to wait until we realize that liberal democracy has one end result: communism. Then they can step in and make sure this doesn't happen again. If they act sooner then we will spit out the cure because it tastes bad.
There isn't a better explanation for why the military is taking so long. If they are waiting for us to go back to Reganesque Conservatism (Christian Libertarianism more or less) then they would've acted by now. Trump, who campaigned on that platform, won in a huge blowout. The majority of the country wants that. A Great Awakening worthy of that moniker would require the populace to want to go back to our conservative roots, not the Progressive Liberal on a 20 year delay that we have going now. Then again my handle shows I am not exactly unbiased in my assessment.
It's about us. The original system of the Founding Fathers works if the PEOPLE acknowledge, respect and live through God. The Cabal attacks the culture ... leading people to greed, envy, hate ... destroying the fabric of our country. It's pretty simple.

Things are in the bad condition they are in because We The People have sat on our haunches and allowed people with a nefarious agenda to work their way into all the positions of authority and move the country in a bad direction. It's our fault because we have been lazy and selfish and have not done our jobs as citizens. I think one of the major objectives in The Plan is that the average American has got to reach a point of being sick enough of what is being done to our country that we will get up and do something about it, and I suspect the next two days will make a lot of us really, really nauseous.
