It sparked my curiosity hearing "US Military District of Washington" at Superbowl. Then remembered DC is the city state of the sword in the three city states of London, DC and the Vatican.

If it's now openly being called a military district, then the military is indeed in charge of it. The military doesn't mince words when it comes to stuff like that.
