Isn't that part of the sobriety test they have to go through before speaking? "Touch all the fingers on one hand to the corresponding fingers on the other hand". Based on the first photo, I'd say he's half in the bag but still functional according to the second one. Nancy has her fingertips color-coded to make it easier for her.
