There are many US Marines deployed in Japan. Possible that they and the Japan Self Defense Force are on joint operations - many DUMB sites under Japan.

The JMSDF warship Murasame returned to Japan from the Middle East yesterday - possible link?

There is absolutely nothing man-made 35 miles down. Even if we could build something capable of withstanding the heat at that depth, the surrounding rock would instantly liquefy into magma if any cavity appeared to release the pressure keeping it solid.
