Either he knew about it and didn’t act, which would be unpardonable. Or he somehow didn’t find out about it until he no longer lived there? That just seems way too far-fetched for me.
Am I missing something here that someone can help me with?

Liberal left logic and strategy: take one little piece of information cherry picked from somewhere, challenge it and build an entire narrative around it in an absolutely transparent attempt to distract and deflect attention away from what is actually going on.
