Big Tech tends to ask for tax avoidance policies. Remember when Amazon was looking for a state to park HQ2? They advertised it in public and let governors put together tax incentives to let them choose their state.
Also state governors tend to influence their senators and reps to introduce bills that help the companies have favorable laws. Actually, lobbyists do this to.
If CA governor gets recalled and a new governor comes in, they will want to remove corporate tax laws that give advantage to big tech (with tax avoidance), and pursue policies that are more fair.
Trying to break up big tech might end up hurting their own economies since the behemoths also contribute to economic growth and jobs. It might be better to pursue policies that restrict their political impact:
restricting censorship
reducing ability of tech companies to lobby at state level by restricting corporations ability to fund or form PACs
Most important is to reduce the size of the political voice a tech company has. They really abuse their money to fund political campaigns to influence political thought. They also cut deals to media for special access to services for favorable publication. This is a compilation of stuff I've read and heard from friends in tech.

Amazon is headquartered in Seattle, not CA. That said, agreed, I hope the effer is recalled and that it convinces people in other states to follow.
